Norton Pleads Guilty; Gets Suspended Sentence
A former Seminole banking executive has pled guilty to two felony charges stemming from a 2024 incident involving a minor girl.
According to court records, Willliam R. “Billy” Norton on Friday entered guilty pleas to assault with intent to commit a felony and contributing to the delinquency of minors. Under a plea deal, he received a sentence of five years in Oklahoma Dept. of Corrections custody, one year in the Seminole County Jail plus a fine of $1,660. All of his time-served sentence was suspended, meaning he will not actually be incarcerated, but will remain on supervised probation for the duration of his sentence and must adhere to special rules and conditions for sex offenders.
Norton was arrested in April 2024 following an investigation into allegations made by a teenage Seminole girl. She told police that she had been inappropriately touched by Norton while she was visiting the Norton home. The girl also told investigators that Norton had given her alcohol.
A warrant for Norton’s arrest was issued on April 18, 2024 and he was apprehended and booked into the Seminole County Jail the same day on a $50,000 bond. Norton made an initial court appearance June 5, 2024 via teleconference. Last November, he waived his right to a preliminary hearing and was formally arraigned Jan. 30. He was initially charged with lewd or indecent acts or proposals to a child and contributing to the delinquency of minors.
According to the arrest affidavit, the victim described to investigators going to Norton’s home with his daughter. A man she described as “Billy” had picked her up and seemed to be intoxicated and driving erratically. The victim further said that when they arrived at Norton’s house and entered the backyard, they sat around a bonfire and Norton gave them alcohol that tasted like “hand sanitizer,” saying the alcohol would get them drunk fast. The victim said that after they had taken several drinks from a cup, Norton began to touch her in places that were inappropriate, and it made her feel uncomfortable. She also alleged that Norton put his arm around her and touched her buttocks. She described another time when he began to caress her face with his fingers and thumb.
The victim also said that on multiple occasions Norton would walk around the yard with her and put his arm around her shoulder while touching and squeezing her breasts.
Norton had been employed with First United Bank since October of 2016. He last served as President of the Seminole branch, and shortly after his arrest it was reported that he was no longer in the bank’s employ.
