Routine Traffic Stop Results in Drug Bust

A Seminole man faces felony drug charges following a routine traffic stop that resulted in the alleged confiscation of 147.3 grams of methamphetamine. According to felony information filed in the District Court of Seminole County, Kevin Dean Hand, 33, has been charged with one count of Trafficking in Illegal Drugs (Methamphetamine). The information states that this crime is punishable by imprisonment for 4 years to Life and fine of not less than $25,000 to $200,000.

The Probable Cause Affidavit filed in this case states that, on March 9 at approximately 8:00 p.m., Seminole Police Officer David Young observed a tan 2006 Chevrolet 4-door pickup turn west on Broadway from Milt Phillips Blvd. The driver, later identified as Hand, failed to give a signal before making an abrupt lane change.

Officer Young activated his emergency lights, and the vehicle came to a stop in the driveway of a residence near the intersection of University and Broadway. He contacted the driver, who he immediately knew to be Hand, as he attempted to exit the vehicle. Hand was directed to remain in the vehicle and his driver’s license and insurance verification was requested. Hand provided his driver’s license and an expired insurance verification located on his phone. Officer Young also identified a female passenger in the vehicle.

During a routine check of Hand’s information, it was revealed his driving privileges had been suspended through the State of Oklahoma, the affidavit states. By this time Hand was sitting in the front seat of Young’s patrol vehicle, and he was ordered to place his hands on the dash until he could be placed in custody.

As Hand was being placed in the rear driver’s side of the patrol vehicle, Officer Young noticed the female passenger exit the vehicle with several fast-food bags and walk towards the residence. The passenger was ordered to stop, and she complied immediately. Officer Young’s partner, Officer Melissa Sharp, took control of the passenger and escorted her to the front of Young’s patrol car.

While inventorying the vehicle Officer Young immediately located a set of digital scales that allegedly had a white residue located in the passenger seat where the female had been sitting. The passenger was placed in handcuffs by Officer Sharp.

After finishing his search of the vehicle, Officer Young walked to the front of the vehicle where the passenger had placed the fast-food bags near the hood. Inside a drink holder the officer noticed a clear plastic bag containing what appeared to be a sizeable amount of a crystal-like substance, the affidavit states. Continuing the inspection, the officer allegedly removed from a food sack another 1-gallon freezer bag containing a large amount of crystalline substance.

The affidavit states the substance later had a preliminary weight of 147.3 grams and field tested presumptive for methamphetamine.

Supplemental information included in the case states that on May 6, 2021, in the District Court of Seminole County, Hand was convicted of County 1: trafficking in illegal drugs and received a ten-year sentence.

Bond was set at $300,000, according to the order of commitment document. An additional conditions document states that, upon release, Hand is to immediately report to Oklahoma Court Services, Inc.’s Seminole County Office for supervision.
