Norton Waives Right to Preliminary Hearing
A former bank president accused of misconduct with a minor girl has waived his right to a preliminary hearing and will be formally arraigned in January in Seminole County District Court.
According to court records, a preliminary hearing was slated Nov. 8 for William R. “Billy” Norton, who was charged in June with lewd or indecent acts or proposals to a child and contributing to the delinquency of a minor. No hearing was held, as Norton signed a waiver of preliminary hearing document, which was filed in District Court Nov. 12. He is set to be arraigned Jan. 30.
The waiver states, “I understand that I am entitled to a Preliminary Hearing on the complaint filed herein. I understand that at a Preliminary Hearing the State must show: 1. That a crime has been committed, and That probable cause exists to believe that I committed the crime. I understand that if the State fails to show sufficient evidence to believe that I am guilty, the charge against me will be dismissed. I hereby waive my right to a Preliminary Hearing, understanding that I shall be held for trial in the District Court on the complaint filed herein.”
The charges against Norton stemmed from an incident in April, in which a 15-year-old female told police that she had been inappropriately touched by her friend’s father while she was visiting the Norton home. The girl also told investigators that Norton had given them alcohol.
A warrant for Norton’s arrest was issued on April 18 and he was apprehended and booked into the Seminole County Jail the same day on a $50,000 bond. Norton made an initial court appearance June 5 via teleconference.
Norton had been employed with First United Bank since October of 2016. He last served as President of the Seminole branch, and in June it was reported that he was no longer in the bank’s employ.
