Fugitive Nabbed In Seminole by Federal Agents, Local Officers
A man wanted b y Arkans a s authorities for failure to register as a sex offender was located and arrested in Seminole earlier this month.
According to an affidavit, Adam Good, an agent for the 22nd District Attorney’s Office, received a request in January from the U.S. Marshals Service (USMS) to help them locate Marvin Lloyd Turner, who was believed to be in the Seminole area.
Good learned that Turner, 28, had been convicted of sexual assault in Carrol County, Arkansas in 2013. Good also learned that Turner had been staying at a motel in another Arkansas county but had absconded during a compliance check. He was believed to have left Arkansas with his girlfriend, Rebecca Payne.
Good and the USMS obtained information that Turner was likely living with Payne and a married couple, Chandra Aul-Hemmert and Frank Hemmert III, at a house on Highway 99 in Seminole.
On Feb. 12, the USMS, the District 22 Drug and Violent Crime Task Force and the Seminole Police Department went to the residence to execute an arrest warrant on Turner.
According to the affidavit, Turner said in a post-arrest interview with Good that he had been staying at the Highway 99 residence since last February. He allegedly said that he had registered as a sex offender with the Seminole County Sheriff’s Department. Turner also claimed he called the proper authorities in Arkansas before leaving the state, but he did not fill out any paperwork or give the name of the person he had spoken with.
Good contacted Detective Chris Ayers of the Seminole Police Department, who maintains the sex offender registry. Neither Ayers nor the Oklahoma Department of Corrections had a record of Turner’s registration.
Payne confirmed in an interview with Good that she had left Arkansas to be with Turner, and they arrived in Seminole about two weeks apart.
According to the affidavit, Payne also said that Turner had concocted a scheme to use his sister’s address for sex offender registration. If law enforcement conducted a compliance check at his sister’s address, she would say Turner was visiting someone at the Highway 99 residence.
In a separate interview, Frank Hemmert said that he and his wife knew that Turner was a sex offender, but his landlord told him that if Turner was not allowed to live there, he and his wife would be evicted.
Good stated in the affidavit that Turner had at least one prior arrest for failure to register in Pine Bluff, Arkansas in September 2019.
Turner has been charged with two felonies, failure to register as a sex offender and fugitive from justice. The charges were filed by the district attorney’s office on Feb. 23.
