Building Owner Hit With Tax Lien of Over $700,000

A federal tax lien totaling nearly three quarters of a million dollars has been assessed against the owner of industrial property in Seminole.

According to a court document, the Internal Revenue Service filed a $735,982.95 lien against Joyce E. Tomlinson, also known as Joyce Parks Tomlinson, for unpaid taxes for the 2017 and 2018 tax years. The delinquent taxes are listed as “1040” on the lien document, which was filed March 19 with the Seminole County Courthouse.

Tomlinson is the owner of two buildings on Boren Blvd. in Seminole that formerly housed the Independent Tank Company, which later became USA Tanks.

According to City Manager Steve Saxon, the Seminole Urban Renewal Authority is in the process of obtaining the buildings and associated properties through eminent domain, which empowers govern-mental bodies to take private property and convert it into public use.

“We’ve been trying to get those buildings for quite some time,” Saxon said. “We resorted to eminent domain because the title to the property is very cloudy.”

In recent years, plans for Blue Wave Boats to expand its operations and utilize the buildings were in the works, but failed to materialize. The Seminole Economic Development Council had applied for a Community Block Development Grant that would have partially funded the project.

The lien documents show Tomlinson has an unpaid balance of $402,249.07 for the tax year ending Dec. 31, 2017 and $333,733.88 for the period ending Dec. 31, 2018. The amounts due include penalties and interest.
