Wheels Still Turning on Entertainment Center
A family entertainment center that’s been over three years in the making appears to be one step closer to fruition.
According to the agenda of the Seminole City Council’s March 11 meeting, an update will be given on the center, and the council will consider a proposal to hire Attorney Clark Kimball, who specializes in public finance, to review a management agreement between the Seminole Utilities Authority and Heyday Entertainment. Last October, the council granted City Manager Steve Saxon authority to negotiate a management agreement with Heyday, which operates similar facilities in Norman, Oklahoma City and Denison, Texas.
On May 6, the City of Seminole published a bid solicitation notice in the Seminole Producer. The notice stated that Miller Tippens Construction of Oklahoma City and the architect of record, Cornerstone Architecture, also of Oklahoma City, are accepting bids for the project, which will be opened at 2 p.m. on March 27 at the Seminole Public Library. The scope of work for the project entails “construction of new ground up facility for a new HEY Seminole Family Event Center including facility all site work, building, finishes and MEP systems.”
The Family Entertainment Center was the brainchild of the Seminole Youth Council. In December 2021, the city council approved a proposal to swap infrastructure services for a five-acre tract for the center on the north side of Highway 9, just west of Seminole State College. The property is owned by RCL Development of Edmond, which is building a 300-acre housing and retail development. In January 2023, voters approved a pair of proposals to fund construction and operation of the center.
Other agenda items for consideration include: - Public hearing to discuss a United States Department of Agriculture (USDA) Community Facilities grant application for a walk-in freezer at the Heritage House.
- A low bid of $26,143.55 from OK Fence Company for construction of a fence at the new Boomtown Playground complex, with 100% of the funding provided by a grant from the Avedis Foundation.
- A request by the Seminole State Educational Foundation for the City of Seminole and/or a City Authority to be a conduit for the bond financing of the Brian Crawford Sports Complex.
- An annual Interlocal Cooperative Agreement between the City of Seminole and Seminole County.
- Replatting the Parks Addition to change lot sizes and directions to accommodate 42 new homes in the Sunview Park Development.
- Continued use of the City’s current mass notification system.
- Closing Main Street from Broadway south to Osage, and Broadway from Milt Phillips east to Fourth Street for the Made in Oklahoma Festival on Saturday, April 5.
- Transfer of funds from the Reynolds Wellness Center’s Maintenance Fund in the amount of $79,979 to reimburse operating budget funds for the following maintenance and repairs expended or planned during the current fiscal year.
Seminole Municipal Authority agenda items: - Consideration and possible action to approve a draw of funds from the United States Department of Agriculture (USDA) totaling $844,714.27 for work completed by subcontractors for Crossland Heavy Contractors, Inc., from December 16, 2024, through January 15, 2025, under Contract No. WWTP 24010SP for construction of the new wastewater treatment plant.
- Consideration and possible action to approve a draw of funds from the United States Department of Agriculture (USDA) totaling $22,588.70 for work completed by Wall Engineering through February 15, 2025, under Contract No. WWTP 24010SP, Invoice No. 15, related to construction of the new wastewater treatment plant. - Consideration and possible action to approve an easement necessary for installation of electrical power to the new wastewater treatment plant and situated in the Southeast Quarter of Section 27, Township 9 North, Range 6 East of the Indian Meridian in Seminole County, being ten feet in width.
Tuesday’s meeting will get underway at 7 p.m. in the Goldie Barnett Conference Room of the Seminole Public Library. All council and related authority meetings are open to the public.
