SEDC Asks City For Title To Harvey Road Building
The Seminole Economic Development Council (SEDC) is seeking title to a city-owned property with the hopes of selling it to a large employer.
According to the agenda of Tuesday night’s Seminole City Council meeting, the SEDC is requesting that the title to the building at 600 N. Harvey Road be conveyed to them. The group says it plans to sell the building for purposes of generating funds to continue economic development efforts.
“Our Board of Directors are hopeful that you will allow SEDC to continue to work for the betterment of our City by conveying title to 600 N. Harvey Road (also known as the South Wrangler Building) to SEDC,” Jack Mattingly, SEDC Chair, wrote in a letter to the city.
“For background, in 2004 SEDC wrote a grant through the Economic Development Administration (EDA) to purchase both the North and South Wrangler buildings in exchange for job creation. EDA agreed to give the City of Seminole a grant to purchase the two buildings. Since that time SEDC has been managing the South Building and much of the North Building. This includes maintenance such as plumbing, electric but most importantly job creation and retention.
“Recently, EDA agreed that the initial terms of the grant had been met as the asset has reached the end of its useful life. Thus, EDA has offered to release all liens they have against both buildings. As a result, SEDC is asking that the City of Seminole convey title of the South building to SEDC in hopes that we might sell the building which is nearing the end of its ‘useful life.’ The proceeds of this sale would be used by SEDC to continue Economic Development efforts. The primary mission in the sale would be to retain a large employer for our City,” Mattingly concluded.
Other agenda items include: - Consideration and possible action to approve the quote of $146,335.87 from Axon Enterprises, Inc., for body cams and Tasers to be paid over a 5-year period beginning March 2026.
- Consideration and possible action to approve Ordinance No. 1312, an Ordinance amending the solicitation of formal sealed bids for purchases in excess of $20,000 (currently $10,000); telephone bids for purchases in excess of $10,000 (currently $5,000) but less than $20,000; and City Manager approval without bids for purchases less than $10,000 (currently $5,000).
- Consideration and possible action to approve renewal of the annual agreement with New Age Project, Inc., to provide meals and staff at the Heritage House senior center.
- Consideration and possible action to approve funds from the Oklahoma Department of Transportation’s (ODOT) Municipal Activity Funds (MRDAF) in the amount of $112,500 for Harvey Road repairs and $132,000 for West Broadway repairs, contingent upon the City’s commitment to a 25% cost sharing of $37,500 for Harvey Road and $43,750 for West Broadway. These are unbudgeted capital projects and may require an amendment to capital improvement funding in the year that the projects are completed, currently estimated for FY20262027.
- Discussion and possible action regarding fireworks funding and execution of the contract with Rainbow Fireworks to pay 50% or $8,000 in advance to secure the date and services, with the remaining $8,000 to be paid on the day of the display.
- Consideration and possible action to approve the transfer of $11,388 to the Reynolds Wellness Center’s operating budget from it Maintenance Fund, consisting of $$5,452 to purchase a complete Troy TSD-R dumbbell set and $5,936 to replace a VFD on roof top unit #3.
- Consideration and possible action to approve the Roof Maintenance Agreement with Exterior Solutions Group, LLC, at a cost of $22,249.50 per year for inspections and maintenance on City buildings’ roofing systems.
- Consideration and possible action to authorize the Mayor to sign a letter of support for upgrades to the 911 Center.
Seminole Utilities Authority - Consideration and possible action to approve the low bid of $833,356.13 from Brunswick Bowling Products for a turn-key bowling alley at Hey Seminole.
Seminole Municipal Authority - Consideration and possible action to approve the bid of $1,619,185 from Core and Main, LP, for equipment, installation and related services associated with the AMI Meter Improvement Project, as recommended by project engineers Wall Engineering and City staff, and contingent upon approval by the Oklahoma Water Resources Board (OWRB) at their board meeting on March 17, 2026.
- Consideration and possible action to approve invoice #18 from Crossland Heavy Contractors in the amount of $1,745,551.56 for construction of the new wastewater treatment plant.
- Consideration and possible action to approve invoice #27 from Wall Engineering in the amount of $26,632.40 for engineering and inspections of the new wastewater treatment plant.
The meetings will get underway at 7 p.m. on Tuesday, March 10 at the Seminole Public Library. All meetings of the City Council and its related authorities are open to the public.
