Council to Review Heyday Management Agreement
The Seminole Utilities Authority, comprised of city council members, will consider an agreement with a private firm for management of the family entertainment center when it convenes for its regular monthly Tuesday evening.
On the agenda of the Authority meeting is consideration of an agreement with Heyday Entertainment, LLC to manage the center. The proposed agreement states that all expenses will be reimbursed to Heyday from an operating account funded by the Authority and Heyday will receive a percentage of gross revenue. The agreement will be published, in at least condensed form, in the Producer upon final approval.
The center, which has been dubbed “Hey Seminole,” is being constructed on Highway 9, across from Seminole High School. It was the brainchild of the Seminole Youth Council, which was comprised of area high school juniors and seniors. In May 2021 the students pitched the idea to city leadership during a city council meeting. In December of that year, an infrastructure services for land deal was negotiated between the city and RCL Development, advancing the center toward fruition. In January 2023, voters approved two proposals to fund the center: the extension of an existing one cent sales tax and the redirection of the city’s 4% hotel tax.
There are two additional items on the Utilities Authority Agenda related to the entertainment center: Consideration and possible action to approve soliciting bids for construction of a miniature golf course at the Center, and consideration and possible action to approve a change order to the Brunswick Bowling contract for a performance bond to protect the public investment of $833,356.13 at a cost to the Authority of $20,833.90.
The Seminole City Council will meet following meetings of the Airport, Gas, Municipal and Utilities Authorities.
City Council agenda - Consideration and possible action to approve the low quote of $11,000 from Metro Heat & Air for replacement of a 5-ton air conditioning unit at the Fire Department.
- Consideration and possible action to approve the state bid price of $31,666 from Vance Country Ford for the purchase of a 2026 Ford Bronco Sport for shared staff use in the Community Development Department.
- Consideration and possible action to approve Ordinance No. 1313, an Ordinance amending Section 17-4-8, Commercial Refuse Collection, Containers and Fees, to reflect an increase in the rate equivalent to the consumer price index (CPI) of 2.6% being implemented by the City’s third- party garbage disposal contractor, GFL.
- Consideration and possible action to approve Ordinance No. 1314, an Ordinance renewing the non-exclusive permit of Cebridge Acquisition, LP, to construct, operate and maintain a cable system in the public ways of the City of Seminole, Oklahoma.
- Consideration and possible action to approve Resolution No. 2026-03, a Resolution declaring May as Fair Housing Month.
- Consideration and possible action to approve Resolution No. 2026-04, a Resolution to approve participation in pharmaceutical opioid settlements. - Consideration and possible action to approve a garbage and refuse collection rate increase of 2.6%, equivalent to the 2026 consumer price index (CPI) increase, as requested by the City’s garbage services provider, GFL.
- Consideration and possible action to approve the Amended Real Estate Purchase Contract with Banc-First for their facility located at 206 N. 2nd St. for the purchase price of $150,000.
- Consideration and possible action to approve a request from Jacqi Dill, a private citizen, to commit funding of $9,600 to install two mural crosswalks on the east and west sides of the intersection at Oak Avenue and 2nd Street, adjacent to the post office.
Tuesday’s meetings will get underway at 7 p.m. in the Goldie Barnett Conference Room of the Seminole Public Library. All meetings of the City Council and its related authorities are open to the public.
