City Council to Convene Tonight

The Seminole City Council and its related authorities will convene for regular monthly meetings this evening at the Seminole Public Library.

The meetings, all of which are open to the public, will get underway at 7 p.m. in the library’s Goldie Barnett Conference room. The city council meeting will follow meetings of the Airport, Gas, Utilities and Municipal Authorities.

Airport Authority agenda Consideration and possible action to approve the Sublease Agreement with Kenny Taylor of Taylor Aviation as the fixed base operator (FBO) at the Seminole Municipal Airport for a period of five years.

Utilities Authority Consideration and possible action to approve the Guaranteed Maximum Price Amendment with Miller Tippens Construction Company, LLC, for the Hey Seminole construction project (Family Entertainment Center). This essentially sets a maximum construction price of $7,204,389.11, subject to additions and deductions by change order as provided in the contract documents. Municipal Authority Consideration and possible action to approve Crossland Invoice #10 and draw funds in the amount of $686,364.55 for work completed at the Seminole Wastewater Treatment Plant.

Consideration and possible action to approve Wall Engineering Invoice #19 in the amount of $27,265,70 for work com(See pleted at the Seminole Wastewater Treatment Plant.

City Council Agenda Consideration and possible action to approve the low estimate of $25,180 from Wassana Construction LLC to repair ceilings/ leaks at the library that were damaged during and after the May 2022 tornadoes. Repairs were delayed pending replacement of the HVAC units via a grant. The repairs are to be funded from insurance proceeds from the tornado damage.

Consideration and possible action to approve Ordinance No. 1308, an Ordinance amending and adding parking requirement in Title 15, Streets and Vehicles.

Consideration and possible action to approve Invoice No. 001300 to Tri County Heat and Air, LLC, in the amount of $92,500 for replacement of HVAC units at the Library and Community Room that were damaged during the May 2022 tornadoes.

Consideration and possible action to approve Invoice No. 35551 to Silver Star Construction Co., Inc., in the amount of $423,314 related to work completed on the Latham Pools Parking Lot & Truck Access project.

Consideration and possible action to approve the annual Seminole County Detention Facility Agreement for Inmate Housing to house inmates at a daily rate per inmate of $50, which remains unchanged from the previous fiscal year.

Consideration and possible action to approve the annual Interlocal Cooperative Agreement with Circuit Engineering District No. 4 (CED4), pertaining to street signage.

Consideration and possible action to approve applying the current Workers’ Compensation Escrow Credit of $93,812.63 to the 2025-2026 premium of $265,652. The current annual premium amount that is budgeted for 20252026 is $190,942, or a shortfall of $74,710 without the escrow credit.

Consideration and possible action to approve installing donor recognition signage at Boomtown Playground.

Consideration and possible action to approve the Authority Having Jurisdiction Agreement with the Oklahoma State Fire Marshal attesting that the City of Seminole will ensure compliance with all current state-adopted building codes and standards along with all requirements of the Americans with Disabilities Act (ADA), in its entirety.

Consideration and possible action to approve the Certification of Local Government Approval for Nonprofit Organizations in support of the Emergency Solutions Grant (ESG) application by the Central Oklahoma Community Action Agency (COCAA).

Proposed executive session to discuss: Negotiations concerning employees and representatives of the Fraternal Order of Police Lodge 138 Union Contract for Fiscal Year 2025-26, negotiations concerning employees and representatives of the International Association of Firefighters Local 2581 Union Contract for Fiscal Year 2025-26, and confidential communications between a public body and its attorney concerning a pending investigation, claim or action.
