City Council to Consider Flood Mitigation Grant

Acceptance of grants to mitigate flooding and help pedestrians safely cross Highway 9 will be taken up by the Seminole City Council this evening when it convenes for its regular monthly meeting.

The meeting will open with a public hearing to close out CDBG grant of $562,364.20 for the purpose of combating the spread of the corona virus by providing funding to improve air quality and ventilation in public facilities.

Agenda items are listed below.

- Consideration and possible action to approve committing matching funds not to exceed $100,000 on a grant award for the Hazard Mitigation Grant Program approximating $400,000 for engineering services related to a flood control detention facility and downstream improvements to mitigate recurring flood events impacting Magnolia Creek and the US 377 corridor.

- Consideration and possible action to approve acceptance of a grant in the amount of $54,105 from the AVEDIS Foundation for the construction of a crosswalk along Highway 9, contingent upon an ODOT Transportation Alternatives grant and matching funds from Seminole State College and Seminole Public Schools.

- Consideration and possible action to approve Resolution No. 2026-02, a Resolution approving the incurring of indebtedness by the Seminole Municipal Authority for the purpose of providing an automated meter reader system for the water system of the City of Seminole, Oklahoma; and declaring an emergency.

- Consideration and possible action to approve Ordinance No. 1311, an Ordinance amending water rates for City of Seminole users located within the Tri-County Rural Water District #2.

- Consideration and possible action to approve payment of a one-time “special assessment” from the Oklahoma Public Employees’ Health & Welfare (OPEH&W) health plan in the amount of $100,330.36, representing the City’s assessed share (2.01%) of a $5,000,000 special assessment attributed to the excess of plan claims over premiums. The City previously paid a special assessment of $57,000 in FY2022-23.

- Consideration and possible action to approve closing Main Street from Osage to Seminole for Made in Oklahoma Festival on April 3 after 5:00 p.m. and all day on April 4.

Meetings of the Seminole Utility and Municipal Authority will precede the City Council meeting. Those agenda items are below.

Utilities Authority - Consideration and possible action to approve the sole bid of $328,817.42 from DFX Sound Vision for audio, video and control systems at the new family entertainment center.

Municipal Authority - Consideration and possible action to approve the low bid of $4,948,000 from Landmark Structures for construction of a new 500,000-gallon water tower within the city of Seminole.

- Consideration and possible action to approve invoice #17 from Crossland Heavy Contractors in the amount of $3,476,197.00 for construction of the new wastewater treatment plant.

- Consideration and possible action to approve invoice #26 from Wall Engineering in the amount of $26,255.40 for engineering and inspections of the new wastewater treatment plant.
